Seminar in Odessa “The Functioning Improvement of the Crewing System of Ukraine”.
The Institute of Postgraduate Education for the Officers of Sea and River Transport of Ukraine in cooperation with the NI of Ukraine (The Ukrainian Branch of the NI ) prepared and initiated holding of the Seminar on March 31 2009 with the topic on the agenda “The Functioning Improvement of the Crewing System of Ukraine”.
The participants of the seminar were the representatives of the Odessa District State Administration Department of Transport, Communication and Maritime Economic Complex, the Department of Employment and Social Policy of the Odessa District State Administration, the Management of the Pension Fund of Ukraine in the Odessa District; the representatives of the Maritime Higher Educational Establishments and Maritime Trade Unions also participated in the Seminar.
But the main body of those present at the Seminar were the officials of Crewing Companies. The participants totaled about 40 persons. The Agenda of the Seminar was prepared at the Department of Technical Management and Safety at the Sea Transport of the Institute of Postgraduate Education for the Officers of Sea and River Transport and then considered and approved at the session of the NI of Ukraine Committee. 10 reports were attentively listened to by those present. After 10 agenda reports and 3 information reports a discussion was held.
The subjects of the reports show the importance and urgency of the problems discussed, for example “Job Migration and the Role Played by the Crewing Companies in Solving the Problems of Employment of Seafarers”. “The Ways of Creation of the Special Training System for the Personnel of the Crewing Agencies in Ukraine”. “Training and Certification of Seafarers in Ukraine. Standard and Legal Basis”. “The Role of Crewing in Upgrading of Ukrainian Seamen” etc.
As it was noted by the participants of the Seminar, every report could become the topic of a separate seminar.
Those present listened with a great interest and attention to the report “The Role of Maritime Chaplains in the Formation of the Interpersonal Relations in a Ship Crew” This report was made by the Chaplain of the Odessa Port Pater Alexander. This theme was especially actual for those crewing agencies which are engaged in the placement of the seamen to the foreign – flagged ships having multi-national crews.
The local press both maritime centered and general and the maritime community at large positively reacted to the fact of holing the above seminar considering it to be modern and actual.
