The Emergency Response Center is created by the Nautical Institute of Ukraine and “InterLegal” Law firm

Memorandum of understanding

The Emergency Response Center for ship owners, masters, agents, freight forwarders, P&I Clubs, insurers is created by the Nautical Institute of Ukraine and “InterLegal” Law firm and is the communication Center, which is staffed 24 hours a day by a maritime specialists. This is the sole point of contact for reporting any accident or incident in any Black Sea ports & terminals. The Center will give a first quick advice whom to address your casualty or other emergency matter, or send an experienced lawyer and/or mariner to the site of the incident to provide similar support to the relevant person, as well as to gather the evidence needed to determine liability.

The Center specialists have extensive crisis management experience. The Center is available to handle cases wherever they strike, at any time of day or night - the team is contactable 24/7 through the dedicated hotline (0038(094)931-32-17. ERC.BLACKSEA@GMAIL.COM) . At all times the aim of the Center is to protect one’s interests by reacting quickly to incidents, assembling teams to deal with the multitude of issues which can arise and thoroughly investigating the facts.

The aims are to:

 save life and property,
 minimise negative reaction ,
 minimise financial losses,
 reduce personal liability,
 safeguard assets and reputation.

Our involvement provides input with the important early decisions, all of which will have long term legal consequences. These will include:

 Issues of jurisdiction and limitation.
 Dealing with the arrest of a ship or her detention.
 Fires, Total Losses and Technical Issues.
 Oil pollution.
 Insurance and P&I.
 Dangerous cargoes.
 Criminal issues .
 Salvage and General average.
 Bills of lading and charterparties.
 Crew welfare .
 Seaworthiness and Compliance.
 Dealing with local authorities.
 Life and health safety in respect of port and terminal employees, vessel crew members in the process of hazardous and fumigated cargo transportation.
 Determination of reasons and responsible persons in the process of eliminating accidents and their effects on vessels, sea ports and terminals.
 Psychological support of crew members and seamen’s families in crisis situations

The establishment of the Center is yet another demonstration of the Nautical Institute of Ukraine’s ongoing commitment to giving back to maritime community and is dedicated to 15th years Anniversary of the Nautical Institute of Ukraine and 20th years Anniversary of “Interlegal” Law firm.
